Sergio Eduardo Huacuja Betancourt
He holds a Law Degree with Honors from the Escuela Libre de Derecho (Free School of Law). He holds a specialty in Administrative and Constitutional Law, a Master's Degree in Law with Honors from the National Autonomous University of Mexico, a Master's Degree in Legal Sciences with Honors from the Universidad Panamericana, a Diploma in Philosophy from the Universidad Panamericana, and specialized studies in Senior Business Management from the Pan-American Institute of Senior Business Management (IPADE). He also holds a Diploma in Government and Corporate Ethics, Anti-Corruption, and Conflict of Interest Prevention from the Escuela Libre de Derecho (Free School of Law). He also holds a Diploma in Anti-Corruption from the International Chamber of Commerce Mexico in conjunction with the Faculty of Law of the Universidad Panamericana in Mexico City.
He is a professor of postgraduate studies at the Free School of Law, specializing in criminal law and public law, and of the Master's program in administrative law at the Universidad Panamericana. He also teaches at the National Institute of Public Administration, where he served as coordinator of the Ethics Commission.
He is currently the Coordinator of the Anti-Corruption Commission of the Mexican Bar Association – College of Lawyers A.C. He was an active promoter of the General Law of Administrative Responsibilities (Law 3de3) before the Senate of the Republic.
In the areas of anti-corruption, public procurement, and public servant responsibilities, he has provided training to numerous federal and state public sector agencies and entities since 1986, accumulating more than 400 courses, seminars, and presentations on the aforementioned laws and their complementary regulations.
He is the author of the books "The Regulation of the Federal Government Procurement Process"; "The Abolition of Pretrial Detention"; and "The Contracting of Goods, Leases, and Services in the Federal Public Administration." He is also the author of several articles published in specialized journals on Law and Public Administration, relating to the public procurement regime, the administrative responsibilities of public servants, and the National Anti-Corruption System.
He was a speaker at the International Institute of Government Ethics in Washington, D.C. representing Mexico and at the Latin American Congress for Administration and Development in Guatemala, the Dominican Republic, Brazil, and Uruguay, and a consultant for the World Bank.
He belongs to various professional and academic organizations, within which he holds various positions and serves on various committees and activities. He is also a consulting attorney and Managing Partner of the law firms Huacuja Betancourt and Haw Mayer Abogados S.C. and Consultores Empresariales H.B. S.C.
